General Dynamics C4 Systems Quality Codes (PO’s prior to 10/28/13)

VENDOR QUALITY CONTROL (QC) CODES

Quality Codes are used to communicate specific quality and contract requirements to our vendors. Below is a list of the current QC Codes being used by General Dynamics C4 Systems, General Dynamics Information Technology, and General Dynamics Wireless Services.

A
Government source inspection is required prior to shipment from your plant. Upon receipt of this order, promptly notify the government representative who normally services your plant so that appropriate planning for government inspection can be accomplished.

B09/16/99
The seller shall perform or have performed the inspections and tests required to substantiate that supplies and services provided under this order conform to the drawing, specification an/or other applicable technical requirements. The seller shall establish and/or maintain a calibration system that is traceable to the National Bureau of Standards for all measuring and test equipment used on this order. This system shall provide for: 1) – re-calibration at regular intervals commensurate with stability, purpose and be free of usage and 2) – a mandatory recall system within these established intervals. This system is subject to verification at all times by General Dynamics C4 Systems Quality Assurance.

C02/07/05
Each individual piece part item in the lot, per line item, must be packaged separately. These line items are to be shipped in separate containers. Each container shall be marked with General Dynamics C4 Systems’ Purchase Order Number, purchase order line item number, General Dynamics C4 Systems part number and the quantity. More than one item may be packaged together provided the outside package is marked with the following: “MULTI-PACKAGED”.

D6/17/08
Printed wiring boards (PWB’s) shall be manufactured in compliance with SOW 00-2729801. Printed wiring assemblies (PWA’s) shall be manufactured in compliance with SOW 00-2729801 and SOW 00-2729811.

The product furnished under this order shall be product which are listed on the Qualified Products List (QPL) applicable to the product ordered.

Supplier to provide product data sheet/catalog page with shipment of material.

G9/16/99
The seller must be approved and comply to the General Dynamics C4 Systems’ baseline quality system as evidenced by the successful completion of a quality system survey at the supplier’s facility. The system is subject to review at all times by General Dynamics C4 Systems Quality. Resulting records shall be kept for a minimum of three (3) years and are subject to General Dynamics C4 Systems and/or General Dynamics C4 Systems’ customer review.

H4/22/04
CALIBRATION – Meters and gauges which are considered inspection and/or test equipment must be appropriately calibrated with traceability to the National Institute of Standards and Technology (NIST). Calibration must be current. All calibration must meet the requirements of the ANSI/NCSL Z540 specification. The supplier may use MIL-STD-45662 for compliance with this requirement when MIL-Q-9858A or MIL-I-45208A is invoked. Documentation to support this requirement shall be submitted with the items.

I9/16/99
During the performance of this order, your quality assurance or inspection systems and your manufacturing processes are subject to review, verification and analysis by General Dynamics C4 Systems’ authorized customer representative(s).

J9/16/99
The seller shall identify all materials, chemicals, paints, rubber and articles which have defined characteristics of quality degradation with age and/or environment. The seller shall affix this identification directly to each individual material container or article. Identification shall include the date useful life was initiated and the date and/or cycle time at which the useful life will be expended. When environment is a factor in determining useful shelf life, the identification shall include storage conditions required to achieve the stated useful life. A minimum balance of 80% of useful life upon receipt at General Dynamics C4 Systems is required.

Written statement of rubber cure date is required.

L3/31/04
The seller shall provide with each shipment, one reproducible copy of a written statement on the seller’s letterhead or form, which attest to the compliance/conformance of the material or services to the applicable specification/drawing and subcontract/purchase order requirements. If the material is electric or electronic equipment that has been refurbished: a Certificate of Conformance, stating that the materials or product is fully functional to its original specification, is required. The statement shall reference the order number and line number, quantity, the part or specification number and revision, and shall contain the signature, printed name and title of the seller’s authorized representative.

M3/17/03
The seller shall provide, with each shipment, one reproducible copy of the documented Test Data, including Electrical, Mechanical, or Environmental, as applicable.

 

N6/14/04
This order is for Commercial-Off-The-Shelf (COTS) and or catalog items that are manufactured to best commercial practices to assure the product meets the sellers applicable drawing(s)/specification(s) and test(s) standards.

O1/12/04
Inspection of the first deliverable item(s) produced under this order is required. When required by GDC4S Quality Assurance, via QC code P, the seller shall provide the necessary facilities, equipment and personnel qualified to demonstrate conformance to the order requirements to the General Dynamics C4 Systems Quality Assurance representative for this inspection. The seller is responsible for the performance of a “First Article” inspection and documentation of all attributes on the drawing/specification. Conformance of physical and chemical requirements may be ascertained by means of Certificates of Compliance/conformance. One legible copy of the “First Article” mechanical/electrical inspection results, that includes actual measurement/test data identifiable to all mechanical and/or electrical parameters listed on the drawing(s) and/or test operating specifications shall be available for review. These reports shall contain the signature and title of the responsible representative of the seller who performed the “First Article” inspection(s) indicating conformance to the specific requirements. The drawing(s), specification(s) and acceptance test procedure(s) must be listed, including their revisions. At its option, General Dynamics C4 Systems may waive source inspection and perform the required “First Article” verification at General Dynamics C4 Systems without prior notification. The seller shall obtain written notification of “First Article” acceptance prior to further shipments. The seller shall provide tentative notice of inspection ten (10) days in advance thereof. If Source Inspection is not imposed via the PO one legible copy of the First Article Inspection, as detailed above, shall be included with the shipment. The seller shall obtain written notification of ” First Article ” acceptance prior to further shipments.

P8/26/02
Source Inspection is required on all shipments against this line item (unless otherwise noted by exception in the purchase order or subcontract) at the seller’s facility prior to shipment. The seller shall provide the necessary facilities, equipment, personnel qualified, and documentation (I.E. Work Instructions, Flow Sheet, Inspection/Test records) to demonstrate conformance to the order requirements to the General Dynamics Quality Assurance Representative for this inspection. At the time of source inspection a copy of the General Dynamics PO, latest Drawing & PL, latest Change Notices, and other applicable specifications (I.E. Statement of Work, Criteria Specification, Workmanship Specification, and ATP) shall be presented. The seller shall provide tentative notice ten (10) days in advance of inspection readiness and confirmation not less than forty-eight (48) hours in advance thereof using the General Dynamics source request form provided by General Dynamics Procurement.

Q6/18/04
The seller shall provide and maintain a “Quality Assurance System” that complies with ISO-9001 or an Industry Derivative. The system is subject to review at all times by General Dynamics C4 Systems Quality Assurance. Resulting records shall be kept for a minimum of three (3) years and are subject to General Dynamics C4 Systems and/or General Dynamics C4 Systems’ customer’s review.

R2/22/06
The seller shall provide and maintain a “Documented Inspection System”. The system is subject to review at all times by General Dynamics C4 Systems Quality Assurance. Resulting records shall be kept for a minimum of three (3) years and are subject to General Dynamics C4 Systems and/or General Dynamics C4 Systems’ customer’s review.

S5/11/06
Electrical testing to be performed at supplier’s facility I.A.W. OI-1353017. Reproducible copies of test data, traceable to inspection lot, to be maintained and available for review at supplier’s facility.

T4/3/97
The product(s) to be furnished under this order are considered susceptible to damage from electro-static forces and must be packaged to prevent damage during handling, shipment and storage from time of manufacturing until use. Handling, packaging and marking are to comply with EIA STANDARD 625 or MIL-STD-1686.

U1/13/04
The seller shall provide and maintain a “Quality Assurance System” that complies with General Dynamics C4 Systems’ standards for distributors. The system is subject to review at all times by General Dynamics Communication Systems Quality. Resulting records shall be kept for a minimum of three (3) years and are subject to General Dynamics C4 Systems and/or General Dynamics Communication Systems’ customer’s review.

The supplies furnished under this order shall contain no elemental mercury (the element Hg) or mercury compound known to be thermally unstable in the environment in which the supplies are to operate. During the manufacturing, testing or inspection processes, the supplies offered shall not come in direct or indirect contact with the element Hg or any chemically or thermally unstable mercury compound, nor with any mercury containing devices which provide only a single barrier against breakage or spillage and release of the element mercury. Mercury contamination of supplies will be cause for rejection of material.

The seller shall provide with each shipment, one reproducible copy of a written statement on the seller’s letterhead or form a CERTIFICATE OF ORIGIN, stating the items are of United States, Mexico, Malaysia, Taiwan, Singapore, Japan, Hong Kong, Indonesia, China or Korean origin, for the applicable specification/drawing and subcontract/purchase order requirements. The statement shall reference the purchase order number and line number, quantity, the part or specification number and revision, and shall contain the signature, printed name and title of the seller’s authorized representative.

The seller shall notify General Dynamics C4 Systems if changes to the location of manufacture or the processes/procedures used in manufacturing the items being delivered since first article/first piece inspection and acceptance of baseline process has occurred. Additionally, the supplier shall notify GDC4S if there are any changes to the ownership or quality management of the seller’s organization.

The QA/QC personnel of the contractor to whom this Purchase Order was issued shall perform, or physically witness the performance of, all acceptance tests/inspections whether performed at the contractor’s facility or another facility. All test records resulting from acceptance inspection/testing must include: GD part number and revision; Date Code(s) of assemblies being tested (when applicable); actual measurements/readings of inspections/tests performed. These requirements cannot be fulfilled by data review without advance written permission from GD C4S Quality Assurance Engineering. Ten days advance notice of planned acceptance testing/inspection must be provided to GD QAE for internal scheduling purposes.

Each individual line item of the purchase order is to be packaged in group lots of twenty-five (25) pieces. Any assembly/mounting hardware (nuts, lock washers, “o”rings, etc) is to be bagged in lots of twenty-five pieces. This assembly/mounting hardware shall be bagged by themselves (25 nuts in one bag, 25 washers in one bag, etc.) and combined with the mating parts. These line items are to be shipped in separate containers. On all Purchase Orders issued by GDC4S after October 15, 2010, the Seller shall provide one reproducible copy of the following paperwork, on the Seller’s letterhead or form, with EACH shipment:
1) Battery or cell composition (Lead Acid, Alkaline, Lithium) and transportation classification;
2) A Material Safety Data Sheet (MSDS), or Product Data Sheet;
3) Lithium Batteries and cells must also have documentation showing:
a) Watt-Hour rating for Lithium Ion/Lithium Polymer (rechargeable);
b) Lithium content, in grams, for Lithium Metal (primary); and,
c) Documentation stating that the battery/cell has successfully passed the required tests in the United Nations Manual of Tests and Criteria. Any assembly/mounting hardware (nuts, lock washers, “o”rings, etc) is to be bagged in lots of twenty-five pieces. This assembly/mounting hardware shall be bagged by themselves (25 nuts in one bag, 25 washers in one bag, etc.) and combined with the mating parts. These line items are to be shipped in separate containers. Each container shall be marked with General Dynamics C4 Systems’ Purchase Order Number, purchase order line item number, General Dynamics C4 Systems part number and the quantity. More than one item may be packaged together provided the outside package is marked with the following: “MULTI-PACKAGED”.

    Material on this order has been identified as potentially containing, or consisting of, batteries or battery cells. On all Purchase Orders issued by GDC4S after October 15, 2010, the Seller shall provide one reproducible copy of the following paperwork, on the Seller’s letterhead or form, with EACH shipment:
    1) Battery or cell composition (Lead Acid, Alkaline, Lithium) and transportation classification;
    2) A Material Safety Data Sheet (MSDS), or Product Data Sheet;
    3) Lithium Batteries and cells must also have documentation showing:
    a) Watt-Hour rating for Lithium Ion/Lithium Polymer (rechargeable);
    b) Lithium content, in grams, for Lithium Metal (primary); and,
    c) Documentation stating that the battery/cell has successfully passed the required tests in the United Nations Manual of Tests and Criteria. If no batteries/battery cells meeting the above criteria are present, a certificate attesting to this, on the Seller’s letterhead or form, must be provided.
